The Witness Matrix: A Smart Strategy for Preparing Witness Interviews

  • Engaged Insider – High cooperation, high knowledge
  • Guarded Insider – Low cooperation, high knowledge
  • Helpful Outsider – High cooperation, low knowledge
  • Uninformed & Unhelpful – Low cooperation, low knowledge

This matrix is a game-changer for investigators who want to plan effective interviews, focus on the right people, and improve the quality of evidence gathered.

 

1. Engaged Insider: Your Ideal Witness

 

These witnesses are cooperative, knowledgeable, and motivated to help. Treat them well and they’ll often go above and beyond.

  • Use open-ended questions to invite rich detail
  • Respect their time and acknowledge their insight
  • Keep them updated if it’s safe and appropriate to do so

Engaged Insiders are often the backbone of an investigation. With the right approach, they can help connect dots and point you to additional leads.

 

2. Guarded Insider: High Risk, High Value

 

These individuals know what happened—but they’re not eager to talk. It could be due to fear, loyalty, or personal risk. Rushing the process won’t help.


  • Build trust slowly and respectfully
  • Ask indirect or scenario-based questions
  • Be transparent about process and protections

They may become more cooperative over time—especially if they feel safe and fairly treated.

 

3. Helpful Outsider: Cooperative but Limited Insight

 

This type of witness is eager to help, but usually on the fringe of the core issue. That said, their observations can still be valuable.

  • Focus questions on what they directly experienced
  • Reinforce that even small insights can be helpful
  • Use them for context and corroboration, not discovery

When scoped properly, Helpful Outsiders can support your overall findings.

 

4. Uninformed & Unhelpful: Don’t Get Stuck Here

 

These witnesses lack both cooperation and knowledge. Whether they’re unmotivated, disengaged, or simply not relevant, recognize the signs early.

  • Keep the interview short and focused
  • Use a neutral, professional tone
  • Stay in control and close the interview promptly if it’s going nowhere

Spending too much time here risks derailing the investigation and draining your energy.
